Объяснить приоритет по спецсимволам можно банально тем, что часть символов находится в сетке шифрования до первых букв. А вот приоритет по языку этим объяснить нельзя - латинские буквы в сетке идут всегда раньше латиницы (по крайней мере, по текущим стандартам)
